DSA - UK Mail

I've been trying to find out more about DSA. This link is UK Mail's defence to Parliament of the cut they take from postal charges -

The above is from Unite, the managers union.
The giste is that they have basically abdicated to the EU's aim to 'open the market' but that in order to preserve the USO there should be 'Zonal Pricing' in order for Royal Mail to get a bigger cut.
Unite are rightly concerned that the DSA competitors can cherry pick leaving Royal Mail with the dregs. The USO is that we deliver all post throughout the UK for the same price. Zonal Pricing is that some less cost effective areas of the UK are charged more. Surely these two ideas are contradictory?
In my view, Unite are not countering the central problem which is the EU's insistence that we introduce competition no matter how phoney. As normal our government have caved in to the EU and complied. To give the competitors a chance to get into the market our government have instructed Postcomm to insist that only Royal Mail has to comply with the USO and that they have to deliver the 'final mile' competiors mail at a loss.

The EU started the process and our government has run with it at a greater pace than other governments who have for example germany introduced legislation to protect their National Post.Britain has always been good at adopting Euro directives compared to their European counterparts.More3over other countries are looking and waiting for the uk to learn from our mistakes re liberalisation I believe.
Don't forget that these directives were conceived at a time when mail volumes were expected to rise,I believe,the experts presumably failed to recognise the impending change to the market due to the Internet.

Belial and Wessex,
I've thought again and yes you are right. Why did our stupid government have to volunteer the UK to be the guinea pigs on mail liberalisation? If we do it first then other countries can buy into our market but we cannot buy into theirs. I'm far from being an expert but this seems obvious. Did our government act with stupidity or did they have a hidden agenda? Maybe liberalisation was the first step towards privatisation and ministers feel they can get lucrative positions on the board when RM is private. It will be interesting to see if Saint Vince is a board member in 5 years time.

Yep they did it first and they thought up DSA all on their own, no help from Europe. Stupid :hmmmm well yes if you want to maintain an efficient reliable service ; but no if your prime concern is a big fat backhander.

spot on Belial , people tend to think the UK are being rolled over by the EU all of the time . they forget they are all of the same class and if it is going to make our Capitalist Elite a lot of money they are happy to run with it.
their ideals will clash from time to time but their principles are the same , privatise , make cuts and maximise profits.
