Dear Colleagues,
Door to Door Arrangements - January 2011
We have received a number of enquiries from Branches during the last week regarding the move to 6 D2D contracts and the carry over of items from previous weeks due to a mixture of Christmas Mail Volumes, poor planning and Severe Weather.
In order to provide clarity Branches should note that the previous cap (3) on D2D contracts was officially removed on the 7th June 2010 when D2D was moved into workload. However it was agreed that there would be no big bang approach and that the increase would be carefully managed to allow people to adjust to increased volumes and the individual requirement to deliver the items. This approach resulted in the level of contracts being lifted to 6 with effect from the 3rd January 2011. Unfortunately some areas have also experienced a carry over of items on top of the 6 which has created difficulties for some units.
The fact that currently the Indoor Workload Tool only caters for 6 items has not helped the situation especially where the carry over has been as high as 7 or 8 items, and this ‘excess’ will need to be dealt with through local negotiations. Also the fact that the tool only caters for 6 items at this point in time indicates the level of expectation in terms of growth in D2D for at least the early part of 2011. There is also the added implication of units not having carried out a Delivery Methods revision, but this is covered in the National Agreement and should be dealt with as stated below.
The growth ambitions for Door to Door will be managed responsibly, and will be supported in the medium term by the roll out of delivery methods across units nationwide
In the interim to ensure that D2D workload is covered effectively in line with this agreement, and in advance of units realigning duties through full revision activity to take account of D2D, resourcing of hours associated with the workload linked to D2D will be dealt with through locally agreed interim arrangements and reviewed through the weekly resourcing meetings in all delivery units. To aid the transition, offices that have not deployed delivery methods revisions will have to provide genuine and demonstrable solutions to any weight or volumetric issues.
Attached to this LTB are the Planning Guidelines issued in June last year and the Resourcing Guidelines also issued in June last year to provide Branches and representatives with guidance on how to deal with this situation. It is also important that D2D levels are discussed in the Weekly Resourcing meetings in conjunction with the information contained in the D2D contract status/manager which is available to your manager via the intranet, regardless of whether a revision has taken place or not.
Delivery Representatives should ensure sufficient time is being provided to deal with the increase in items indoor and weight on delivery and replenishment outdoor. The indoor element will also need to take account of frame capacity which may not be sufficient to deal with large amounts of D2D on a daily basis and special arrangements and additional time may need to be agreed to deal with this. Additionally ASRs will need to be involved where the number of contracts is impinging on storage space to ensure safety standards are being adhered to and not compromised.
If difficulties arise in any units these should be resolved ASAP via the IR Framework.

D2D into workload Resourcing guide
The following is a guide based on the agreed D2D guidelines sent out to representatives.
As stated in the Guidelines the values/throughputs are interim and are based on 500 delivery points which equates to 83 DP’S per day (1/6th).
Times required for different sized deliveries will need to be adjusted according to number of delivery points.
The values/throughputs are based on using an RM2000 frame. Where old type frames are still being used then local discussions need to take place to establish the extra indoor time needed using the figures below as a guide.
The total time required will have an adverse impact on opportunities to absorb mail.
Interim Values; Indoor
Number of Contracts.....Items per Minute....Method......................Total extra indoor time daily minutes
1...................................22...............Sort to Frame...........................4

3.....................................8...............Collate & Sort to Frame..............10

These throughputs could be used to determine the time for each walk or the office as a whole which would mean you would then need to agree how to distribute it. This could be evenly across the office or allocated where you believe it to be most appropriate. For example if you had 40 deliveries with 500 DP’s.
1 Contract – 40x4mins = 160 mins (2hr 40mins) a day extra indoor time.
3 Contracts – 40x10mins = 400mins (6hr 40mins) a day extra indoor time.
Time also needs to be allocated to distribute the items to the delivery benches. If you do not have a duty that currently does this then extra time should be allocated for this task.
Outdoor
The impact on outdoor is more marginal.
A 500 DP walk with an 80% call rate delivering a 1/6th of the items per day would increase the call rate to 83%. And generate an extra 17 calls a day.
A 1% increase in call rate = 1.8 mins, so a 3% increase in call rate would be 3x1.8 mins = 5.4mins a day. These are based on current values in Pegasus which are still subject to review.
In summary this means that a walk with 500 DP’s and a current 80% call rate should be credited daily with the following; 1 contract – 9.4mins, 2 contracts 13.4min, 3 contracts – 15.4min, 4 contracts – 16.4min, 5 contracts – 17.4min and 6 contracts 19.4mins.
Factoring in the above will mean that absorption opportunities on normal mail will have to be reviewed and management forecasts adjusted to allow for D2D in workload.

The increase in D2D items to a maximum of 6 was part of the way forward agreement, with this agreement now being scrapped as it stands why should we still be expected to deliver this amount? Oh yes, because it is making the RM money! It just seems to me that although the RM have conceded defeat to a degree, they still want later starts, later finishes, longer Saturdays, more D2Ds, basically everything that benefits them without the financial burden.

I remember him telling everyone we had to vote for this agreement as D2D monies was dwindling and if it did unbelievably go over 6 items that they would be sorted into a plastic or paper sheath and treated as 1 item.

I agree its a total farce! No trolleys or anything in my DO as we havnt had our revision and we have had late d2d from last week on top of this weeks. What a load of rubbish ! In our delivery office NO Extra time is being given to prep or/and deliver these D2Ds. When the managers are asked about this they say that due to the falling mail volumes,
there is plenty time to incorporate these into the daily work without extra time needed. What we see happening now is that those of us who are doing the job correctly and cutting off/bringing mail back because of the situation are being hounded at every opportunity by the linos. There is never a rep around when we are leaving the office late to see what is going on, as he is usually one of the first ones out of the office

Totally spot on 100% true post. Exactly the same in our office. Since june when d2d went into workload not ONE duty has had any extra prep time. This includes duties that have over 700 calls. I agree with you, but uncle bob also keeps saying more and more that it should be sorted at a local level. The rep would have to be some sort of magician to sort this mess out, where do u get the extra time from
