Does anyone know if it possible to transfer FAT time to holiday hours

If you're talking about flexible attendance hours then according to COSA "a compensating day off for working a rest day must be taken within four months" so the answer to that would be no.
However,if you've banked some hours worked instead of claiming the overtime then again according to COSA "Colleagues may prefer to build up a surplus of hours to take additional time off for holidays up to a maximum of twelve days a year. As the additional hours will be taken as annual leave they will therefore be subject to the selection process. To ensure fairness these days/weeks over and above the basic entitlement should only be taken once all the annual leave entitlements have been selected".
Hope this answers your question but to be honest with what they're attempting to do with the annual leave blocking off weeks for next Christmas it looks like they're trying to throw COSA out the window.
