Dr Steve Boorman Royal Mail Group Ltd Director of Corporate Responsibility and Keith Scott Royal Mail Group Head of Safety have informed the Health, Safety & Environment Department that Royal Mail Group and RoSPA will once again be organising the (third) Allan St John Holt memorial lecture which will this year be part of the Royal Mail Group's EU Health and Safety Week activities.



As you may know, Allan St John Holt OBE was the former Royal Mail Group Head of Safety who died suddenly of a heart attack on 3 May 2007 aged 63. An original thinker he was a passionate, determined, principled, man who gave great encouragement to colleagues, helping many to move forward and expand their knowledge and contributions to occupational safety and health. He was one of the most respected health and safety practitioners in the world and believed very strongly in working closely with Trade Unions and their Safety Representatives. Allan devoted his life to advancing the cause of better health and safety of people at work and was massively influential in the professionalisation of this important subject. As a fitting way of commemorating Alan's life and work, Royal Mail Group and RoSPA organise a lecture annually to provide a platform for challenge and debate and to stimulate fresh thinking about how to further reduce work related accidents and ill health.


The third annual Allan St John Holt Memorial Lecture is to be held at 13.15 until 16.30 on Wednesday 27 October 2010 at Royal Mail’s Management Centre at Coton House, near Rugby. The Lecture is entitled “Risk, Regulation and Rationality” and the speaker will be Sir Bill Callaghan.


Sir Bill Callaghan, Chair of the Legal Services Commission, has kindly agreed to give the third lecture under the title 'Risk, Regulation and Rationality’ is a personal view looking back over the last 10 years and 0forward to 2020. Sir Bill Callaghan was appointed a member of the Legal Services Commission from 28 July 2008 and Chair from 1 September. He also chairs the Finance Committee. Sir Bill has a very strong track record of operating in a range of senior roles, including Chair, Health and Safety Commission for 8 years. He is also a serving magistrate. Much of Sir Bill's earlier career was focused in the Trades Union Congress (TUC) where he was the Chief Economist and Head of the Economic and Social Affairs Department.


He developed the TUC’s policy on partnership at work. He served on the Low Pay Commission from 1997 to 2000 and played a key role in the introduction of the National Minimum Wage in April 1999. Bill has since led a review into the regulation of animal pathogens for Defra and was an independent member of the Joint Negotiating Committee for Higher Education Staff Review into HE Finance and Pay Data. He chairs the Board of Trustees of the British Occupational Health Research Foundation. Sir Bill has a great deal of experience of operating within a sensitive political environment in an organisation that is going through considerable change. He received a knighthood in the 2007 Queen's Birthday Honours List in recognition of his outstanding contribution to health and safety management at work.



Following Bill’s lecture presentation there will be an opportunity to put questions and make observations. There will then be a buffet reception which the organisers hope will provide a valuable opportunity for
colleagues to network.

Allan St John Holt - CV Summary

University of East Anglia in 1967 BA Honours degree in social studies.
After graduation, joined the UK’s first professional health and safety consultancy, established by his father in 1962.
Qualified in 1970 to become a member of the Institution of Industrial Safety Officers (IISO), which later became the Institution of Occupational Safety and Health (IOSH).
Served 30 years on IOSH’s Council of Management.
In 1979 he lead the formation of NEBOSH, and helped health and safety become a recognised academic subject.
Internationally - He was inducted into the American National Safety Council’s (NSC’s) Safety and Health Hall of Fame International in 1997. He became the first non-American chairman of the NSC’s Construction Section and was also
Vice President to the International Federation of Associations of Specialists in Industrial Safety and Occupational Health (IFAS).
In 1983, became President of IOSH for the first time and set up IOSH’s International Committee.
In 1988, elected as President of IOSH for a second time (becoming the only person ever to be President twice in non-consecutive spells)
Organised the first American-European Construction Safety Conference in 1989.
In 1991 published the first edition of Principles of health and safety at work of which he was the author. The publication became the 'bible' for health and safety students, helping thousands of people to put basic techniques into practice.



At the time of his death, Allan was non-executive chairman of the Hascom Network Ltd and Royal Mail Group Head of Safety and worked with the HSE and Trade Unions to improve Safety and set up the Large Organisation Partnership.
Allan was awarded the OBE in the 2007 New Year’s Honours List and was due to collect his award at the end of May.
Allan served as a magistrate for many years on the Southampton and New Forest bench. He became a magistrate because he wanted to educate magistrates on health and safety law and because he wanted people found guilty of committing crimes to take responsibility for their actions. His colleagues on the bench admired the way he enquired
into cases to gain a clear view of the issues, his quick mind and keen sense of humour.

An immensely proud man, he could be a fearsome foe or a staunch ally, but even if you disagreed with Allan’s views,
you still respected them.
