2007 - 13 concluded - 69% upheld - 31% not upheld
2008 - 16 concluded - 50% upheld - 50% not upheld
2009 - 4 concluded - 75% upheld - 25% not upheld

And how/if the ratio of sucess for members has changed over last 3 years

I wonder why the sudden shift from 2008/50% to 2009/75% upheld.
I mean it's not like the behavour of postmen has changed so it must be something else, maybe more management trainng was given?
