Fair do's then LL but it can not be overstated enough and to which you have readily implied the proper reporting and recording of all dog attacks and incidents of dog menace to Royal Mail management. Some may be lucky and escape a potential hazardous incident but when they fail to report and happen to be on their day off the next day their work colleague covering their duty might not be so lucky.

But isn't the slant taken in the reporting typical of the public's attitude ( even if the DM takes it to extremes )? Accusing / implying RM, and the unnamed postie of being over zealous with H&S, and caring more about their selfish selves than what the residents might want? What about what RM & the postie wants, for once, eh? What about allowing them to work, without fearing a dog might attack or approach agressively? What about focussing on the responsibilities of the owner, rather than downplaying the fact RM had only withdrawn delivery after the owner had "made no attempt to improve the situation"?
