An independent study by Richard Hooper, a former deputy chairman of media watchdog Ofcom, was being studied by ministers at the weekend and is expected to be made public in the next few days.
It is expected to recommend modernisation for the service in order to maintain a "universal service" and letter deliveries across the country six days a week.
The report will also warn of the Royal Mail's pensions deficit, which was £3.4 billion in 2006 but is likely to have doubled when a new valuation is made next year.
The Royal Mail is facing competition from a number of rival firms as well as changing communication trends because of modern technology.
Initial findings from Hooper's review published in May this year said the Royal Mail faced "radical" changes.
The report said there was a "substantial threat" to the financial stability of the Royal Mail and the universal postal service from issues such as industrial action and the multi-billion pound pension deficit.
"We have come to the conclusion, based on evidence submitted so far, that the status quo is not tenable," said the interim report.
A Business Department spokesman said: "We have received the final report and we are carefully considering it this weekend. It will be published in due course."
A source close to Business Secretary Lord Mandelson said: "Our concern is to save the Royal Mail and secure its future, not privatise it. We have a manifesto commitment to a publicly owned Royal Mail and we will not be setting that aside."

The Government only need to make 3 minor changes
1) Let us set the charge for handling other companies DSA
2) Change the threat and lie management culture by starting at the top and training properly
3) Take the responsibility as owners for the pension holiday that robbed it's staff.
Those three things alone will ensure stability by making us financially viable and removing the main causes of industrial action.
But it won't happen will it ?

I fully agree with point's 2 and 3 this would make the staff feel more valued and motivated than any phony share's or threat's of being conducted!. But point 1 i would say this is where we need not just to set the charge for handling other companies mail but that our margin should cover the cost of the damage done since January 2006 when the market was fully open to the DSA companies this alone and royal mail's eagerness to get ready for the market opening to competition is why the pension deficit is as large as it is!. Any more job losses will only exacerbate this as their are too few paying into the pension scheme at the moment to pay the existing member's, And all those who have paid in should receive the full final salary pension to which they have paid in full and it should be reinstated to all members in the scheme before 1/4/2008 TOO ALL WHO WERE MEMBER'S OF THE PENSION SCHEME BEFORE THAT DATE!.rhino49 wrote:The Government only need to make 3 minor changes
