Royal Mail wholesale postage rates to rise by 25% average

Royal Mail has warned that it will raise prices for its wholesale postal service by an average of 25% from October, but Printweek understands that Down Stream Access carriers have demanded an urgent review via Ofcom.

The tariff price hikes will affect its large-scale, bulk mail and postal operator customers who maintain wholesale agreements with Royal Mail, such as Whistl and Citipost.

These specialists work on behalf of large organisations like the NHS, as well as direct mail and transactional printing firms, to sort and transport bulk mail before it is handed to Royal Mail for final delivery.

In a letter, seen by Printweek and signed by Richard Travers, managing director, letters at Royal Mail, the company stated: “We are writing to let you know about forthcoming changes to our Access Mail tariffs, which will take effect from 5 October 2026.

“On average our prices are increasing by 25%. We understand that any price increase is difficult, particularly in the current economic environment.”

Explaining the factors driving the changes, Royal Mail highlighted the ongoing challenges of maintaining a nationwide network as letter volumes decline.

A Royal Mail spokesperson said: “These changes relate to our Access business customers who will continue to benefit from lower prices than equivalent consumer rates.

“Royal Mail made losses of almost £800 million over the last four years and the company finances remain below the level that Ofcom considers compatible with a financially sustainable Universal Service.

“Fuel, labour and investment costs continue to rise and these price changes more accurately reflect the cost of providing a nationwide postal service.”

Letters classified under access business mail economy are set for the highest price increase, at 36.1%. While letters that are access advertising mail standard MM will see the lowest, with an expected price rise of 10.6%.

The Guardian, which first reported the story, said the changes represented “a multimillion-pound blow” to the NHS and other organisations who use the wholesale postal service, as the health service spends millions on sending letters by post each year.

Printweek understands that Down Stream Access carriers have banded together to appeal to regulatory body Ofcom for a review of the price increases, with the outcome expected this week.

A mailing industry source said: “The justification and scale of this increase is totally unwarranted.”

I actually think this is a good thing.
Companies piggy backing off RM’s final delivery mile & taking the profits associated with that mail is shocking.
But several of the companies that use this “final mile” system of delivery have gone to Ofcom to appeal it, so not a done deal yet.

The damage has long since been done. DSA was introduced in 2004 and by 2012/13 it had captured half the business mail market (hence why TNT/Whistl started bypass delivery trials around that time) which absolutely kneecapped the viability of the service at the same time letters really started tumbling from their peak.

The DSA operators are more invested than ever now in getting Ofcom to blunt this rather than go their own way as overall volumes are half what they were back then, precluding much chance they'll try again.

DSA letter volums dropped a lot after the GDPR regs came into force. Letter volumes also took a big hit during Covid, with a massive increase in people working from home. We used to have firms walks on the sequencing which would get a couple of trays worth on wave 2 without fail, these days they probably get 10%, 20% at the absolute most of that.

If you folks only knew of how much DSA mail enters the system unpaid for you'd be absolutely shocked. The last 8 weeks of the last tax year we were almost under economic, deliberate attack.

On the worst day we identified over 11,500 mech items, 42 trays at average, 270items/tray returned back to Whistle. Unpaid. And some mail centres don't even check what's coming in or coming off those lorries.

Not only do we accept and process this mail for free. We bare the full brunt of the cost of the pipeline. And let's be honest, less than 50% of mailcentres are actually checking.

It's deliberate sabotage and worrying to witness our business being taken advantage off.

Daft question but are we supposed to cross out these new stamps with barcodes on?
I still do it but I see loads everyday not cancelled - most people in office don’t bother probably don’t even notice!!

No, the barcode will be flagged as expired during processing if the recipient attempts to reuse them. If I see old ones, which I do notice whenever we're just doing 1C, I will cancel it.

Post-decimalisation commemorative/picture stamps are still valid too.
