I'd love some help with a parking ticket from a hospital visit that has just arrived. It says it was posted on 03/07/26 and thats when my 14 days discount starts from. But it only arrived yesterday 13/07/26.
Parkingeye is a member of the British Parking Association which in its codes of practice states that Parkingeye must actually post the item on that date, not just create the letter and it will be presumed that royal mail will deliver next working day. It is illegal for them to not do this.
The envelope is "delivered by Royal Mail c9 10002" box in the stamp corner and has the orange bar code that I have read about in other forums. Whilst I can understand that the formula of how this barcode works is very secretive, can I request anywhere that my barcode is translated for me to prove when this individual letter was sent to me? I understand it is place/machine/day/time etc..
Secondly, what is the advertised service time it takes to deliver "delivered by Royal Mail c9 10002"? Is it really next working day?
Is there anywhere that I can print this info for my appeal?

Delivered by Royal Mail c9 means the letter was sent through downstream access.
Something like whistl, citipost, ukmail etc.
Essentially it was given to RM to do the "final mile" of the delivery....the actual delivery office to address bit.
The downside is that downstream access stuff is collected in bulk and sorted by other companies, like whistl, citipost etc then dropped into RM once they have enough to make it cost effective to them for sending the lorry.
This means it can sit in the other companies warehouse ad infinitum until they decide to give it to RM meaning any urgent time frame is negated all to save somebody paying the price of a stamp.
Downstream Access is a massive issue for RM...they get paid pittance to do the most expensive part of the delivery process and get the complaints for any delays or late delivery when generally speaking the items are delivered within a day or 2 of RM receiving them........they just might not receive them for a week or 2 after they were posted.
