Local management in DOs and MCs probably just do as instructed by their managers otherwise they'll probably just get moved on and a new manager brought in who will do what the higher up managers instruct them to do.

I would say it was when contracts turned to s**t for new starters. I’ve been doing this job for over 20 years but I am a newbie in our office. A lot of old timers quit and were replaced and the new starters, understandably didn’t stick around when they realised they were earning less money than the person working next to them.
So we are short staffed. Given that the area manager is loaning out people from our under staffed office to bail out other worse off offices, well you get the idea.
It is actually impressive how far we have fallen. We’ve never made this list, but no word of a lie, we were a top 10 office nationwide a few years ago. If we are struggling I can’t even begin to imagine.

I get why we're back on the list. What I find baffling is why we weren't on it last week when it was exactly as bad, but were on it in the middle of November when [insert metric here] was a lot better. I thought observing the office move in and out of the darkness would allow me to infer something about how the list operates - like determining the mass of Mercury from its motion. I must now scientifically conclude a demon is running the show.
I get why we're back on the list. Our office has barely delivered a letter since 1st December and some walks hadn't gone out before that yet we still aren't on the list.
