December is exempt. November is not, and that has been the worst time of year in DOs for the last decade because annual leave is still running and money hasn't been released to bring in temps and agency while dump trucks bury us under Tracked.

Two years ago I very starkly witnessed the transition across the week beginning November 27th. From the worst I've ever seen things to a clear office in 10 days.

I should have said December is exempt from Ofcom's QoS targets. Now, if offices are failing 30% of DPs over three days throughout December... so what? If it's to inform the public, well all evidence points to my office being perfectly average therefore most of the country should be on the list virtually all year. Yet that is not the case.
