It's harassment. There's no need to stand staring at anyone. If he did it on the street he'd get done in. It's not acceptable.

Ask Him. If He is prep testing or sorting test there is a procedure. If it’s not official put in a complaint.

I had this after coming back from a long period of sickness (including hospitalisation). It felt very intimidating. He would stand on the edge of the room and peer in at an angle.

I would ask the manager why he feels the need to stare at you, and inform him that it makes you feel uncomfortable. If it persists, talk to the union and report him as well. It can come under harassment/bullying especially if he is singling you out - which is exactly what happened to me.

They are only allowed to stare at you for a certain amount of time it is harassment otherwise you will see him/her look away for a bit then stare again we had a manager years ago who would do this from the the front of the office it was so obvious.

Don't empower them by appearing intimidated. I usually burst into the chorus of certain songs on such occasions; "private eyes are watching you...", "I always feel like somebody's watching meee" etc. Let them be the butt of the joke, they're paid enough to deal with it.
