I think iirc the idea was to have monster duties planned that you were expected to do everything on one half plus parcels+1c on the other then the following day clear everything on the other half and parcels+1c on the half that got delivered the previous day.
That way you did stay on the same duty I suppose the theory would work for both van share and singleton although I reckon some of our resident heroes would still try to clear everything.

Follow P739 and PDA procedures to the T. Do what they ask but it will be unreasonable and it will fail. Senior management have lied to EP about USO savings and based assumptions on faulty data. The cull is coming.

That idea has long since been reality. I can't wait to see the ODM fall flat. The lemon is fully squozen. It is a yellow rock now.
All the easy savings have already been made in the last 15-20 years, all (supposed) efficiency improvements have been identified and implemented, T&Cs are progressively thrown onto the bonfire, and of course wages have been driven down to almost minimum wage.
Hence the only savings that can be made and are being made today come from the under-provision of the USO. For the company to think we're currently over-providing service is to reveal RM HQ is located on Mars.

Thats not what the proposal is
Its making the duties bigger but a van share would still work together doing the same two bigger duties - just instead of one duty being only 1st class and tracked it'd be half of one being rotated
The people who's walks they carve up to add onto everyone else, like the last revision, would lose their duty though
