A very oversimplification reply , and the truth is more nuanced . For instance studies show that while some high-net-worth individuals might move due to taxes, most do not. Wealth is often tied up in businesses, real estate, or family ties — not easily moved offshore. Another example from a 2020 LSE and Warwick study , found that only a small percentage of millionaires left the UK when the top income tax rate rose to 50% in 2010.
However , i do concede the Wealthy usually find ways to get round these Taxes but maybe it is due to a failure of execution, not the idea.
We seem to have Political Parties that just find it easier to Tax the poorer of our Society knowing they have little or no chance but to pay up.

The problem with "studies" and "surveys" is that they tend to give the answer required by those who commissioned the survey.
Doubtless had the useless Tories commissioned this survey the answer would have been quite the opposite.
The foolish John MacDonnell was asked about capital flight when he was nominally Shadow Chancellor under C*rbyn, and his reply was "let them go, who cares" which rather sums up the same old class war stance those who identify as being on the Left continue to hold.

Wealth is mostly tied up in debt these days. Borrowing from the banks using the leverage of stripping businesses to profit is how it works now.
