Urgent Inquiry – Unresolved Parcel Containing Passport

I hope someone here could help me.
I am writing to request urgent assistance regarding a parcel I sent on 12 May 2025 via 1st Class (non-tracked) service. The parcel contains important visa documents, including my passport, and was addressed to the Visa Application Centre in London.
Below is a summary of the timeline and current concern:
Parcel Details
Service used: Royal Mail 1st Class (non-tracked)
Date of posting: 12 May 2025
Contents: Passport and visa application documents
Destination: Visa Application Centre, London
Reference: 11-032 3C3 F8D
Timeline of Events
12 May (23:29): Parcel was last recorded at Jubilee Mail Centre.
Since then, there has been no further update on its status.
21 May: I received a card indicating an outstanding fee to be paid. I completed the payment and scheduled redelivery for 28 May.
I am not sure if this fee was linked to the parcel in question, but I have had no other incoming or outgoing mail during this time.
2 June: I still have not received the parcel or any confirmation from Royal Mail or the Visa Application Centre.
I contacted Royal Mail Customer Service, and the staff informed me that the item associated with the unpaid fee would be returned to me. However, I have not received anything.
I also visited the local mail centre, where staff kindly helped check and confirmed that the parcel arrived at Jubilee Mail Centre on 12 May at 23:29, but they were unable to provide any updates beyond that point.
Given that this parcel contains my passport, which is urgently needed for travel next week.
This matter is extremely important and time-sensitive. I would be very grateful for any support or guidance you can provide.

I don't see why you would receive a card for an outstanding fee to be paid for something you sent. If you hadn't paid enough postage for the item, the recipient would normally be asked to pay for it. If they don't pay the item gets returned to you (if there is a return address on the item). This might take time though. Was the card you received a grey card? Do you still have it as it should have the name of the Royal Mail Delivery Office that raised the charge on it. You might be able to visit that delivery office to find out what the item is/where it is. The grey cards often have a sticker on that references the item in the part of the office that deals with surcharged items.
Also, with hindsight it would have been better to pay for Special Delivery for such important items. Unfortunately this doesn't help you now.
Are you able to speak to the visa centre to see if they have received your documents? The service you chose will only show final delivery, nothing in between.

On Tuesday, it will be 3 weeks since you sent the item. At that point, if it hasn't been received at the visa centre, you should be starting a lost parcel claim with Royal Mail. It is unlikely that you would receive any money in compensation, based on your description of the contents, but it could help reunite you with the contents, depending on what the issue is.
