How many of your staff are on new terms that state they may be asked to move location?
Not to mention the new ways of delivering are guaranteed to make staff leave of their own accord.

It's 100% better to try to keep your staff happy than have all that expense and knowledge lost within 6 months.
That's two quarterly reports away! You have to think about this quarter. About money pocketed this quarter. You'll never run the company into the ground with that attitude.
The machine stops.

5 out of 6 new starters have left, including one who did a cracking job over Christmas and we should have been looking to keep.
She left as she was fed up with being messed about.
In contrast they are bending over backwards to keep the one remaining new starter who i think has always struggled to find employment so he will stay until pushed.
With the best will in the world though ,he is doing about half of what would normally be expected.
