Up to 2012 the trustees of the Royal Mail Pension Plan(RMPP) ran it, but it was then transferred into government hands as part of the privatisation process and that part was named the Royal Mail Statutory Pension Scheme(RMSPS).
From then on the Cabinet Office have been in charge and they're the ones who hold the purse strings and appointed Capita as the administrators.
