DK has been a long term investor in the company and a few of the larger shareholders believe that if the universal service is changed sufficiently that Kretinsky's offer undervalues IDS and that is why Martin Seidenberg is pushing for greater urgency on reducing the letters service.
OfCom are obviously stalling in making a decision until next year. RM have already made a lot of the changes that should allow us to be more profitable than before and they won't be able to keep using the bleak 'financial situation' as a stick to beat the USO with; but alas they will.

It's seems inevitable the USO will change eventually but I've not seen anything to suggest that the larger shareholders intend rejecting the offer, this seems just media talk. Perhaps there is a certain irony in what you have just said about media talk. Most people who read the news (and that includes potential investors) believe that Royal Mail are really struggling financially, that it is loss making, and that it desperately needs to change the USO or it could plunge into administration as of next month because its still losing over a million pounds a day.
For other investors, buying Royal Mail outright is bold and comes with a lot of challenges, not least the fact that it is an iconic British institution and requires security clearance from the government.
On the face of it, shareholder value is the dumbest idea in the world.
