If it's a reasonable request they'll put it in writing. They won't in my experience so I just start at the beginning and see how far I get before the end of my duty time. I prioritise Specials and make sure they're done by 1pm as per RM policy - nothing else matters. This drives the managers nuts as I'll bring back passports and other Tracked and scan them as 'delivery not attempted'. They can't and won't do a thing about it.
Kudos to you Gizzard for ensuring that what RM should be doing is ensuring that the Tracked items are not always being prioritised over the post. It shows up on the managers dashboard the number of Tracked "failures" that they have had and its one of the key metrics that they are judged on. That said, I noticed when I got back today there were two full Yorks of Tracked items that haven't been touched, most likely not even scanned...
On the face of it, shareholder value is the dumbest idea in the world.

It sounds like the manager has already marked your card:
"I'm sure many posties are dumping stuff in blue bins and throwing over back fences just to get rid and I wonder how many customers complain about denial of receipts and what cost this has on the business. Having been recently pulled up for 'unofficial' doorstepping I was told the cost to RM is £80"
Good luck with your one man crusade but you can only see one winner and it won't be the postie!

Sounds like you're rather foolishly making a rod for own back here. I've known a postie dismissed for scanning tracked back at the depot. Sounds like your managers are fairly weak, but it'll only take one who wants to make an example of you.
The duty paired to mine virtually never gets covered on my partners rest day, and I'll inevitably be asked to cover the tracked on overtime. If it's Monday or Tuesday I'll clear my own, plus his packets as it's fairly easy and I'll still be done before half 2 to get my kid from school. If it's busier or a Saturday, I refuse and do tracked on both. It's upto management to justify mail not going out, and USO failures. Taking things into your own hands is pointless and just gives them more ammo. Plus, running tracked parcels is a s**t load easier than walking miles on end with post bags so I find just doing parcels a nice break now and again frankly.
