It likely depends on an individual office. In some offices they might always issue a stage without fail

It would depend on the nature of the surgery, the benefit to the company and the disposition of the manager.
Some surgery may be covered under the Equality Act.

I had an accident at home nearly two years ago, resulting in a bad break near my ankle, I was off for 7 months. The manager in all fairness didn’t put any pressure on me returning to work. I came back when I felt confident that I could do the IPS and prep walks it was about another 7 months until I returned to doing a full walk. He said that the decision to give me a Stage 1 had come from above as it was my fault I was on the ladder in the first place.At the time I was a bit annoyed that I was on a stage 1 but nearly 2 years later I’m not bothered as I feel I wasn’t pressured into making a full recovery

There must be something in the agreement that any kind of surgery you would not be put on a stage.or have we totally been shafted by are union and RM you wonder if the same happens to them I doubt it

Could be wrong but I thought regardless of what the absences were for - a stage would normally be issued regardless - and then only the previous stages 'discounted' once on a stage 3

Aye, I guess different offices adopt a different interpretation of stage warnings.
