So almost no exceptions then.

I am a "Carer" I loathe that term btw. For myself, I would not require an exemption, meaning I dodge these changes. I require the odd day or so to attend at random and without much notice, so far I have had to use holiday, and beg for it.

But there are people that a fixed routine really is required. Not just the picking up my kids brigade
