Wilful delay is a very specific conduct charge that can lead to prosecution under the Postal Services Act.
It does not apply to properly reported failures either planned or unplanned.
These are Quality of Service failures.

Not only are you not aware of what wilful delay is, you're obviously not aware of what gaslighting means.

Dictionary definitions:

wilful - (of a bad or harmful act) intentional, deliberate

delay - make (someone or something) late or slow

i.e. Made late on purpose. Don't help them dress it up as anything else.

That is utter bollox. Of course it is wilful delay. They are purposefully overloading frames, under staffing offices and prioritising tracked items (NON USO) at the expense of USO product. The CEO has even sat in front of a select committee and had to explain himself on this issue and come up short.To the the point the chairman would be instructing Ofcom to investigate. Quite astonishing that you cant see this.

Failure would be it being unexpectedly busy or a number of people off sick at any given time affecting service delivery.

It would be interesting to find out how many offices are actually failing on a daily basis. Let's face it when it becomes busy there is no chance in hell you will have a clear office unless you have multiple volunteers.

In the past if the dom said it was busy you could negotiate a reasonable offer of clearing the walk. Incentive was there, and is now taken away. Who wants to be delivering in the dark wet winter months (I certainly don't).

The only people who could confirm any numbers we're throwing around are way up the food chain and unlikely to start spilling what are deemed corporate secrets. Someone could do some statistical modelling based on:
  • All the stories in the News section plotted on a map.
  • Calculating the normal distribution from the Offices Officially Failing list (which is only the tip of the iceberg).
  • This corporate slide form two years ago appearing to show 20% of offices are responsible for 80% of failures (Pareto Distribution).
The real question is: back in the olden days when The Real Network™ had three nines reliability because it was fully staffed, had dedicated spare bodies in reserve to absorb sudden absences and cut-offs, and plenty of people were willing to mop up an uncovered walk in overtime; how few duties had to fail in order to attract unwanted attention on local management? That would really put into perspective the scale of the disaster.

I sure a failure means nothing going out, so if the tracked are covered it doesn't count.

Our office is pretty much in the middle of the performance stats and has been for some months.

On an average day I'd say we fail around 10-15% of our walks (i.e. the mail for those walks remains in the office and is not taken out). On top of that of course there are loops brought back through lack of time to complete.

We do clear all our tracked though, which is very strange considering it's definitely not prioritised in any way. Oh no. That would be very wrong.

So I'd guess most offices are failing substantial amounts of mail on a daily basis. Obviously some will be worse than us, some much better.

Surely Woody RM are fulfilling all the criteria you mention for wilful delay and if they aren't then the question has to be "How are they not?"
I do realise there is always more to something than we are lead to believe, but to try to give the company a get out clause by blaming all sorts of different reasons is farcical, they just downright lie at every opportunity and even like to blame the workforce given half a chance, we all know that they don't care about mail and would bin it if they could.
So the next question has to be "Should we really care then"
Nobody seems to be able to take the company to task and all we are doing is pissing in the wind.
