Does Wilful Delay Still Exist?
Our manager has told us to take out everything every day and clear our frames. He said he wants them clear in case the office gets a surprise audit or some such thing.
In our most recent revision, my duty which was already too long, has had around 1h20m of addition delivery added to it. So I generally leave about an hours worth of delivery each day purely out of principle. When I questioned this, pointing out that bringing it back mail is wilful delay, he shut me down. That's what he wants done.
I'm I wrong? Or are his actions against Royal Mail rules?

This is normal these days, I'm afraid
I posted on another thread we were told if frame is clear it's not classed as a failure, even if mail brought back...

Re: Does Wilful Delay Still Exist?
Yes of course it does, wilful delay of mail is when a postie wilfully delays mail. Leaving mail in or bringing mail back because you dont have time because the round is too large isnt wilfully delaying mail.SimonSays wrote: â11 Sep 2023, 05:29Our manager has told us to take out everything every day and clear our frames. Managers are "wilfully delaying" mail on a daily basis when they insist tracked etc go out before letters. He's just being a pillock.

Re: Does Wilful Delay Still Exist?
managers/royal mail have been wilfully delaying mail for 2+ years....
no day-off cover, so mail sits in boxes for a day going nowhere.... Royal Mail refuse to employ day-off cover, aka 'floats'.
= we are essentially running a 5 day mail service and been getting away with it. Public getting absolutely mugged off.

No. Wiful delay ceased to be a catergorisation some time ago. There are three reasons for delay now, explained, unexplained and something like unauthorised. Can't recall exactly but see the integrity of the mail procedure.

Unintentional delay
Royal Mail Group recognises that genuine
mistakes and misunderstandings do occur and
it is not our intention that such cases should
be dealt with under the Conduct Policy beyond
informal discussions for the isolated instance.
Unexcused delay
Various actions can cause mail to be delayed,
for example carelessness or negligence
leading to loss or delay of customersâ mail, or
breach or disregard of a standard or guideline.
Such instances are to be distinguished from
intentional delay (see below), although they
may also be treated as misconduct and dealt
with under the Conduct Policy, outcomes may
Intentional delay
Intentional delay of mail is classed as
gross misconduct which, if proven, could
lead to dismissal. The test to determine
whether actions may be considered as
intentional delay, is whether the action
taken by the employee was knowingly
deliberate, with an intention to delay mail.
Where proven, such breaches of conduct
can lead to dismissal, even for a first offence;
indeed intentional delay is a criminal
offence and can result in prosecution.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.

So does that mean the majority of COM's are guilty of Intentional delay then?POSTMAN wrote: â11 Sep 2023, 16:58Unintentional delay

Re: Does Wilful Delay Still Exist?
Intentional delay/ wilful delay amounts to the same thing. Whatever you call it , it only applies to posties. Managers have authority to direct posties on what to do. If you as a postie decide to not deliver something because you cant be arsed, that's on youmwalker88 wrote: â12 Sep 2023, 18:19So does that mean the majority of COM's are guilty of Intentional delay then?POSTMAN wrote: â11 Sep 2023, 16:58Unintentional delay

Re: Does Wilful Delay Still Exist?
No, as long as like us they followed the procedure and reported it correctly it won't be an Intentional delay.
To be frank 20 years in this job I have seen lots of Posties sacked for it but only a few managers. Circling artics anyone?

And this is one of the many reasons B&H is rampant within Royal Mail delivery.TrueBlueTerrier wrote: â13 Sep 2023, 10:48No, as long as like us they followed the procedure and reported it correctly it won't be an Intentional delay.

I wonder if they know what â reporting correctlyâ means. Honesty and integrity are not watchwords in this companyâs culture from the things Iâve seen done by managers.TrueBlueTerrier wrote: â13 Sep 2023, 10:48No, as long as like us they followed the procedure and reported it correctly it won't be an Intentional delay.

Re: Does Wilful Delay Still Exist?
If wilful delay was still a thing all managers would of been sacked by now,i can't imagine a tribunal siding with Royal Mail now with all the evidence the CWU are collecting and photographing all the mail left behind and prioritising a bottle of shampoo over an urgent NHS appointment letter,so much for Darren MP man he's full of hot air

Re: Does Wilful Delay Still Exist?
Our manager had to lose a certain amount of hours from the office. As such, two duties were scrapped and parts added to all the remaining duties. My duty, which was already too long to complete within my contracted hours, has now had approximately an hours worth of delivery added onto it. I'm supposed to be finished before half two. If I delivered everything I'd be finishing closer to 4pm. So literally every day, I have to decide which section of my frame I'm not taking out. Many of us are doing this. And the mail that is left is not getting reported by the manager. According to the RMtv screen in our break room, all mail in our office is getting delivered everyday. This simply isn't true.pieoftheday wrote: â12 Sep 2023, 20:55Intentional delay/ wilful delay amounts to the same thing. Whatever you call it , it only applies to posties.
