Some have to sign off on a PDA, offices under 8 staff I believe don't have a stand-alone SISO station. Others have agreements in place meaning they don't have to come back into the office.
I can see RM at some point making everyone return to the DO to make sure that everyone is working all their paid hours

Agreed. The job and finish mentality is what has got us into this mess in the first place. Senior bods looking at SISO data should be pulling COMs into a room and saying "why is postie finishing over an hour before his time everyday yet the office is still failing walks? - Can you not put an extra loop on this posties frame??"
On the face of it, shareholder value is the dumbest idea in the world.

A few I know, got their round changed during covid, they were put on rounds that would mean they went over their contracted hours if they didn't finish on the road, and they also start later than their partners.

Others absolutely take the piss.
