To ask His Majesty's Government what assessment they have made of the performance of Royal Mail against its universal service obligation; and what discussions they have had with Royal Mail about the effect of the current number of vacant posts in that organisation on its ability to fulfil that obligation.

It is for Ofcom, as the independent regulator of postal services, to set and monitor Royal Mail’s performance of its universal service obligations. In May, Ofcom announced it had opened an investigation into Royal Mail’s failure to meet its delivery targets for 2022/23. This will consider whether the reasons for its failure were within the company’s control or if there were exceptional factors to explain why it missed its targets. Ministers and officials meet Royal Mail in its capacity as the universal service provider however, as it is a private business, operational decisions, including staffing levels, are the direct responsibility of Royal Mail management.

They will blame the strikes and ofcom will accept that excuse.

Lately RM seem to use "vacancies" as an excuse, without accepting that they didn't recruit anyone for months. My old office got to nearly 20 vacancies before advertising for anyone.

OFCOM is not independent, it is answerable to to the government. The government unfortunately the government refuses to monitor them.
OFCOM doesn't proactively monitor Royal Mail it has based performance on information supplied to them by Royal Mail, no checks.
Three liars.
It's all a disgrace . Not fit for purpose.

It’s quite remarkable how many of OFCOMS employees find themselves working for the very people they were regulating.
Actually opened my eyes about just how corrupt this so called company is.
Water companies which are billions in debt seemingly paying out millions in share payments whilst asset stripping the UK for all its worth, yet OFCOM find this perfectly acceptable.
RM will get their 2 million fine, so the public will think OFCOM are proactive, but in reality it’s the same old poop, just a different year.
What RM are probably concerned about is the lack of take up of new employees on new terms, the agency staff are laughing when they are asked would you like a contract on £2 less per hour, your be working Saturdays & Sundays!
