Your right it is the employees duty but still illegal to dock wages if you've arrived on time,its the managers job to check the facts before counselling and conduct,if your late yes they can dock you but the manager must prove this,clocking in and out is for health and safety purposes,at this time in moment we are not agency and have a salary.

By law the fire alarm ,access points and emergency lighting should be checked weekly and recorded and at least one evacuation drill every year and recorded,if this is not happening you need to contact HSE TEL: 0300 003 1747 lives could depend on it.

Just a point to make a roll call has never been law but is an added measure to help save lives the fire warden could find out who is missing and do a sweep of that area before fire brigade arrive and passing on that information,if i was a manager of a building i would insist on it.

The point here is that the employee can't prove that he was at work and on time because he never clocked in.
The onus is on the employee not the employer. How many people over the decades have tried the old "I forgot to clock in" excuse when they were late, and how many times did it work? Never, would probably be an accurate reply.
You "forget" to clock in and the employer will "forget" to pay you.
Not H&S but simple time-keeping.

Correct. A very close family member was head fireman for decades. There’s no roll calls in shopping centres, stadiums, airports, train stations, your local Tesco etc - they assume there is someone in every corner of the building and do a full sweep accordingly. Besides, when the alarm sounds can you really imagine a manager having to go to the signing in area to collect the signing in sheet (for those places that still have them)?!

Why don't you read the OP? Staff clocked in and out but it didn't register presumably due to a system error. How long have you been a manager?

That is true , they don’t look for names they look for people and want to know what area they are likely to be in, I doubt it was ever true.

To keep this thread tangent going, you're correct that the FB won't need names but they'll probably want to know
people/locations and the management should know this. This is in the 'Fire Safety Risk Assessment' for Offices and Shops
regarding Fire Safety and Fire Drills, published by HM Gov, as with a lot of H&S stuff it's 'guidance' and uses the terms 'should' rather than
'must' so it's all open to debate, but when the s**t hits the fan, if there's fatal consequences somebody will be in the poo:
The roll call/checking the premises have been evacuated

Where possible, you should ensure that a roll
call is carried out as soon as possible at the
designated assembly point(s), and/or receive
reports from wardens designated to ‘sweep’
the premises. You should note any people
who are unaccounted for. In a real evacuation
this information will need to be passed to the
fire and rescue service on arrival.

Check that people have assembled at the
evacuation point.
Once the roll call is complete or all reports
have been received, allow people to return
to the building. If the fire-warning system is
monitored inform the alarm receiving centre
that the drill has now been completed and
record the outcomes of the drill.
