I’ve just been offered a new job, I know I have 4 weeks notice to give but still have around 4 weeks holidays carried forward.
The new company want me to start around the last week in May so if I handed in my notice now I’d be ok. However, the contract states they can get me to take any outstanding leave as part of my notice. So, when would be the best time to give notice? The new job is monthly paid so some of the outstanding holiday pay would be nice to bridge the gap between leaving RM and my first pay day.

Depends on what you want to do, I'd hand my notice in and then have the 4 weeks break before starting the new job. If you hand in your notice later it might mess up your tax code for a bit as you'll technically be receiving ages. Your new job would be taxed at the full 20% until it's rectified.
Also, I'd trust that RM would find a way to somehow mess it up and expect you to work your notice, paying you your leave instead.

Speak to your manager, personally I'd give notice a s.a.p you can always delay it with consent from your manager if financially needed
