Ofcom’s access regime requires Royal Mail to offer access, on reasonable request, to its postal network for bulk mail

UK communications regulator Ofcom has been asked to intervene in the dispute between Royal Mail and logistics company Whistl over access rights to Royal Mail's letter delivery network.

Ofcom’s access regime requires Royal Mail to offer access, on reasonable request, to its postal network for bulk mail “fair and reasonable terms, conditions and charges”.

Whistl has requested a tracked large letter service from Royal Mail but has raised concerns about the terms offered by Royal Mail.

Whistl alleges that Royal Mail broke these requirements when the latter attempted to pass certain costs associated with the access requirement onto Whistl.

Ofcom has accepted the dispute for resolution and will determine whether Royal Mail can pass on the costs of complying with its obligations to Whistl via the charges for the requested tracked large-letter service.

Ofcom intends to resolve this dispute using its powers under Schedule 3 of the Postal Services Act.

Interesting, does this mean that potentially we could see loads of flats needing scanning at the inward MC and again at the DO?

RM won't want lots of letter type mail,they wont be able to say mails down :Very Happy

I'd guess it's direct business we've already got but whistl are offering the customers a lower price as per direct access mail, so if that's the case it'll be the same volume as now but we'll make less profit, as I said just a guess though, if it's new business then yes.

Tracked large letters are rare in my DO, this sounds like a new line of business for RM not business they already get, as somebody else posted RM must be horrified at the thought of their posties having to deliver more mail!

If Tracked large letters do take off then they'll be in the sleeves with the rest of the Tracked unless it picks up enough that it becomes worth using a flat frame when sorting them

Loads of walks and parcels left in our office today,we have parcels not gone out since Monday,if its not tracked they just leave them,how the hell Ofcom are not intervening and fining RM god only knows ,unless there is big brown envelopes flying around.

I was thinking moonpig.com type stuff, so business we've already got but coming as tracked instead if whistl undercut our direct price if you think back during the strike periods they started coming tracked as the sender's cottoned on to the fact that despite lying to the contrary we do prioritize tracked items.

Again just a guess.
