Is streaming legal?

Post by Jen1 »

By streaming I mean only taking first and second class out for delivery and leaving all the letters with c9 in the corner in the frame

Also if we’ve just taken the streamed letters out and left the rest in the frame (which is usually more than half the total letters) does that count as the round being completed?

As in is this a way to make impossible workloads look achievable because this is what we are doing everyday in our office now that they’ve increased our flex/lapse although we usually still have to bring some back because they won’t let us work over

I actually got called into the office and they tried to conduct me for not streaming and leaving 2 rows even though I’d asked permission from the trainee manager as we were running out of space to fit any more letters in the frame. The manager said I’d done it just because I don’t like streaming (which I don’t but that’s not the point)

Once the mail arrives at the Inward MC it's ALL 1C. If the COM wants you to stream, get them to put it in writing

Why the f**k has my union rep not said this? He actually, along with a trainee manager, came and helped me to stream a round after I’d had an argument with the manager about how streaming the round when it was all terrace houses would take me as long to stream as to actually deliver as I was walking past every single letterbox anyway :arrrghhh

If there is mail sitting there, it’s a fail. My previous manager used to get us to use our psychic abilities and only put in what we thought we would have time to deliver. Any excess letters were to be left in trays under the frame. No plucking out of 1st class or NHS letters, just all treated the same and left underneath. This wasn’t a fail in his view. But it was.

2. All mail due service on any given day must be delivered. There are no exceptions, ceilings or
tolerance limits to mail volumes.
• If a managerial decision is taken to fail mail at any stage of the delivery operation, then mail
should not be streamed e.g. extracting 1c to connect with delivery, as USO relates to all mail at the
DO and should be reported accordingly.

• Other than where a managerial decision has been made for operational reasons, mail that is
deliberately withheld, streamed or manipulated so that delivery is not carried out that day, could be
construed as bringing the integrity and honesty of Royal Mail or an individual into question, and the
conduct code may be applied.

• Mail from other operators i.e. DSA Mail must be afforded the same service standards as mail
handled through our own network. We must not prioritise Royal Mail traffic above a DSA customer.

• The DOM (or deputy if the DOM is not present on the day in question) is accountable for the
figures reported daily; even where DODR input is delegated, and every item of mail that has failed
must be accounted for.
The machine stops.

That's the truth as I understand it ^.

However, with massive mass-mailings like council tax, voting sign ups and voting leaflets, p60s and similar, I've understood it being "fine to spread it over 3 days" but not further when it's dumped on us.

Dear Colleagues,

During the recent ADR briefings the subject of ‘Streaming or Skimming’ of mail was raised by a number of reps and subsequently raised by me at the NDG. Royal Mail’s response was that they were unaware of it and it was only anecdotal, they needed firmer ‘evidence’. Therefore could reps please supply the dept via email with any instances where this has occurred or is occurring, naming the office and the manager of the office and how frequently this has occurred, and how the streaming actually occurs. In some cases the decision of what not to deliver has been left to OPGs which in itself is unacceptable. In other instances it forms part of absorption/lapsing where an OPG is taken off a delivery to allow others to absorb the delivery by only delivering the 1c and leaving everything else in the frame.

Your urgent attention and response to this request would be greatly appreciated.

Please send your replies to bgibson@cwu.org no later than Thursday 11th November 2010. POSTMAN EDIT:IGNORE DATES:KEEP SENDING!

Thanks

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Thank you all that’s very interesting I’ll definitely be bringing this up with my union rep and probably the managers and I’ll undoubtedly regret doing that

Is that email address still active as it was dated 2010?

If it's machinable mail it'll be in with your sequenced, provided that it's arrived at the Inward MC in time to be run on wave 1

We actually had this today, for the first time in my experience, pretty much only addresses with other mail got the mass mailings. I dunno what Monday will bring, but it was much better than a 100% call rate frame and "take stuff you think you can do" on a Saturday.

We are told to stream the mail most days which takes longer to pull it out, we just pull it all out & skim the mail while out on delivery depending on time. 🤔

honesty of Royal Mail
Haha, that's a joke as ST clearly demonstrated at the parliamentary committee meeting. He pretends he doesn't have a clue about what is happening daily in delivery offices, the "figures" won't show the problems because in the majority of cases they are not correctly reported. :arrrghhh

So just to be clear if a round is streamed does that mean that entire round is classed as a fail?

Just trying to work out why managers want us to do this rather than leave a row??

Yes. If the mail has crossed the threshold of the office it must be delivered (or attempted) or it is a fail.
