Taking walk off less senior OPG

Hi,
They have taken 3 walks out of our office to absorb them into the remaining walks. 2 people with more seniority than me have been left without walks. Could they complain and take someone else's walk?

They’ve been displaced. Is there any vacant duties in your office?

Unless there is a full resign then no they can’t take someone else’s duty.
