They were rejected before. But if it comes out that in effect a 3 day ad hoc service has run in some (much?) of the country for a fair while now then the gov't would have two options:
Force RM to invest enough to make the 6 day service actually achievable. (ie increase staffing levels).
Let them cut the USO.
This current government will do nothing though until they are compelled to by public pressure. So the 6 day USO will continue, and continue to regularly fail for the foreseeable future (which isn't very far ahead, but still).
No need for a 6 day USO anymore. Most European countries don’t have this however why is Royal Mail being forced to carry this on ?

RM want to drop Saturday deliveries - and guess which way the older generation tend to vote.......
So if RM were able to go to 3 letter deliveries a week what would be the reduction in delivery staff, keeping in mind a large amount of shared duties do one half one day then the other half the next day, effectively a 3 day service already?
Well one person would effectively become a 2-walk duty holder . You'd still need holiday cover and day-off cover (but about half as much) as well as the dedicated parcel delivery people.
So about 40% redundant. Give or take. Maybe less if the walks were actually made achievable, but that seems unlikely.
But if 2 people can only finish half of a shared duty what use would one person be on the same size duty

When my work partner is off, I do my walk plus the tracked off his or I do my walk only if his is covered by overtime. Each office seems to have its own standard practice. There is no way I’d be able to take out only parcels.

Exactly so how on earth could it work? Of course if RM Intend to kill off letters somehow that's a different story

I think it'd mainly affect mech staff and the staff who sort flats and manual letters as nights would probably have to switch from being Mon-Fri to Sun-Thursday. Think packets will stay being 6 day delivery, maybe even 7 day eventually with a premium paidfor people to have stuff delivered on a Sunday
It doesn't matter what all of us in RDCs and MCs think of any deal. MC and RDC staff combined are outnumbered by DO staff by at least 2:1 so any deal whether it be good, bad or crap gets voted in our out by DO staff.
My gut feeling is that DO staff are going to end up being something like 09:00-17:00. I think the start and finish times of night shifts in MCs will be put back soon, along with final dispatch times. It'll probably be put back enough that when you take into account lorries getting stuck in traffic the final dispatches probably won't arrive in many DOs till about 09:00
Nobody gets left behind that is what the union are saying and rightly so can't help thinking tho this would be a lot simpler to sort if we had no letter deliveries on a Saturday for both parties
Royal Mail made £768 million profit with a 6 day service.
I don't know what management have done to go to a £450million loss this tax year. There has not been a massive drop off in letters or parcels, so the 6 day service if still hugely profitable. RM have simply sabotaged or through gross mismanagement destroyed the company to force the government to allow RM to go to a 5 day service meaning they'd make even more each year going forward. Short term pain for long term gain. Pulling the wool over the eyes of the government.
Our office has been running a 5 day service for 17+ months as our office does not employ day-off cover. The 5 day service already exists and I get the feeling Royal Mail are hiding this from Ofcom and the government under the strikes. If the government don't allow a 5 day service and once this dispute is resolved Royal Mail will no longer be able to use the strikes or covid as excuses for not meeting the terms of the service. They will be fined.
