You could use a trolley. You could split the loops. And how were the tests conducted or sent out and returned? as too the validity of the statement it was never spent where did it go? The tests were posted out or given away. The original budget allocated was 37 billion over two years. In the first year the money spent was 13.5 billion, and in the second year spending was 16 billion making the total spend 29.5 billion (not 37 billion).
