Doesn't matter if it's the inward MC or the DO, by the time it reaches either it's ALL first class. 2nd class can't be failed in either the inward MC or the DO as it doesn't exist at that point

Here’s a novel idea, get rid of both first and second class stamps and just have one stamp, average the price.

Yes it is an incredibly sensible solution, neither 1st or 2nd class receive the service that customers pay for, and when I was there I would empty a particular box where someone regularly posted a 2nd class letter for an address on my walk - and even though it went to the MC, every time it was in my mech bundle the next morning so paying 2nd class price for a 1st class service (back when we did provide such a service).

The difference is when they get dispatched from the outward MC to the inward MC:

1st Class: Processed on the day posted (Day 1) and sent to the inward MC overnight processed by the inward MC along with the 2C that was dispatched to the inward MC the previous day) and dispatched to the DO early morning (Day 2) and delivered on day 2

2nd Class: Posted day 1, processed during the morning of day 2 and dispatched to the inward MC around about 13:00 (don't know the exact time). Arrives at the inward MC during the night and is processed by the inward MC along with the 1C that's been posted on day 2. Delivered on day 3.

Basically the difference is built into when they're dispatched from the outward MC to the inward MC
I’m pretty sure he/she knows this and was making a point that in many offices, due to short staff- letters are all left for days in the frames whilst specials and tracked get priority. So it doesn’t mean anything if it’s first or second when the managers tell you to leave it and take the tracked and parcels.
Once the mail reaches the inward MC, EVERYTHING is then 1st class
But it’s all SECONDARY to tracked and specials.

And the 1pm special delivery time for some specials, sometimes it’s Amazon prime things so they are needed next day but not before 1pm. My delivery finishes at 4pm so if got 6 or so all over I got to waste about an hour driving around doing them despite customers not needing them before 1.

Years ago if you posted before 7am to a local address it would get delivered the same day on the 2nd delivery, halcyon days
