I think those ones probably fall into the category of "useful idiots," who have already risen above their natural level of intelligence or competence, and run around doing the dirty work of those above them without any idea of how they are being used. You probably know this. What you're describing sounds, to me, very much like the 'Peter Principle'. It's why you get incompetent people stuck in the same positions. They have been promoted beyond their abilities, and can no longer move upwards.
