It's like any firm when a higher-up visits an office. The office getting visited always gets wind of the visit in advance and everything gets cleaned and tidied. All workloads/workplans cleared.

Because YES men is all companies like Royal Mail are interested in, when all the decisions are made at the top of the organisation and handed down. It doesn't matter how it's done, just do it. And being a YES man is the only way to prosper in the modern business environment. Fake it 'til you break it it. You can f**k up as much as you like, as long as you can slime your way up to the next rung of the ladder before the s**t hits the fan. Then it's up to the next guy to come in and make things even worse, while the regular employees are doing the best to keep things running in the vain belief that someone above actually appreciates, or cares about, their efforts. These people can't actually run a business. Cost cutting and asset stripping for a quick profit is all they know.

You probably know this. What you're describing sounds, to me, very much like the 'Peter Principle'. It's why you get incompetent people stuck in the same positions. They have been promoted beyond their abilities, and can no longer move upwards.
