Yes put it in writing and give it to your manager.
Just say your resigning and what your last working day will be, taking into account the correct amount of notice.

Cc just means you are also sending a copy of the letter to the person named, in this case Royal Mail HR.
It's not important as long as you've told your manager, but post HR a copy anyway, just for full records, address is on your payslip.
Tell your manager verbally too of course. Hand them the letter, it's just formailty.
