Depends on the person doing the duty or managers prepping d2d in any case I am paid one days work not two and have a start time finish time and going home time!

It's for this very reason work to rule would be a waste of time. Along with splitting the workforce between full and part timers, and meaning more cross pickets as they can't make their strike money back on overtime. How would anyone know if anyone is taking their breaks out in the field? Again, is the rep expected to pore over the Actuals the next day?
Finish on time? Again, who would know? Rep staying behind til 6pm to moan at docket fiends?
A picket line is a simple, visible thing...oh look, Dave's crossing the picket line, the absolute bounder....whereas the whole work to rule thing would just be a vast, unmonitorable and open to abuse mess.
In principle, yeah, working to rule would be great and you're spot on, it'd bring the company to a grinding halt, but I just can't see how it'd work in reality.

The threat facing us is so severe that for the first time during my Royal Mail career I think we're going to need to strike during Christmas pressure.

Yes this needs to be announced soon. Get the dates set for a big strike in over Christmas asap. I’d go further. With all the botched revisions and idiot planners who decided 2 streets 10 miles apart should be next to each other on the frame, just start tying up to the frame. Then put out we want everyone to pay “particular attention” to their usual van checks with a list (okayed by a road safety expert) of all of the things that “could” (hint hint) fail a van check, or even better, a list of things you can’t be conducted for refusing to use the van (lower threshold, eg decent dents, rubbish inside).
This must be the majority of our fleet.
It would grind deliveries to a halt.
Members still get paid. Overtime might even increase as posties wait for vans to be replaced / fixed or alternative delivery methods used.
We should be doing this!
Edit: and before someone says you should be doing this anyway, then you must not be very experienced in RM. I assure you, the effect having a union “initiated” move to do this would be huge; most people just drive the vans anyway, to avoid confrontation with managers, and because they just want to get out there delivering. Once a few of the more confident ones start it won’t take long before everyone is doing it. Especially if the angle starts being played “Bob mate why you taking that out, that could cost you your licence mate and I’m seeing you do it”
The day is gonna come when we’re all gonna have to testify.
