It’s one thing if they want you to start on time and finish on time with no arguments but they can’t expect you to go over when it’s heavy unless it’s agreed.

RM isn't the happy whimsical lackadaisical employer of the past. Someone has to be the first to be suspended or whatever, and despite what you like to think, it could be you and you'll have neither back up or excuses for it.
"Bring it on" isn't a viable or sensible defence.

Why should you expect to be paid when you have gone home and you are getting paid to be at work.
You can work for nothing by going in early or you can if available earn more by going over your time and doing overtime. To be paid in work time when you have left is custom and practice at its worse and it is actually fraud.
Just do your hours, more if you want but don't take the piss as it will eventually have repercussions not only on yourself but others as well.

In our DO it is all dependant on section. The section that gets S/A always finish a good 60-90 minutes early and just walk off, the sections that don't get it are made to sit about waiting to sign out on the rare occasion they return prematurely

Not a chance. We have been made to clock out on time for years now and people still come in 45 minutes early. Now they rush around to get back early for activities in the canteen that have been set up to fill this waiting time at the end of the day.
What are these activities in the canteen ? Do you have weekly bingo or a quiz ?
We have a karaoke machine and other pub-type games. Pool table etc.

Every time you offer us a glimpse of your office it sounds like you work in some valley that time/senior management forgot.

The odd thing about clocking out early has never applied to those who still regularly do ghost overtime. I mean, come on, if you get 3 hours overtime for something you shouldn't really be clocking out at 3.30pm! You should be clocking out at 6.30pm. That is where the managers should be held accountable too.

Someone finishing early gets penalised and then sent back out with extra work to do to make up the hours that they could have done if they were asked to do the additional overtime that someone is getting paid to do. The jobs completely f***ed.
On the face of it, shareholder value is the dumbest idea in the world.

If you read my post again 'Bring it on' is not a phrase I used in referring to a possible charge of fraud. I was referring to SISO being brought in.

I'm perfectly aware of the situation I could be in and having broad shoulders, will accept whatever comes my way.
