I sent some very important papers to Dubai. Tracking is RN242920107GB
It says they attempted to deliver but the receiver is saying they did not. Is there a local number they can call to have it picked up or redelivered?

I have a sneaking suspicion that Dubai Post doesn't deliver mail, they store it in local Po Boxes for collection., unless the receiver pays for a delivery service.
Ask them to check their PO Box.

Yes, I understand that this is basically correct. As Thu + Fri are the weekend over there, plus it is Eid, there is effectively a 4-5 day extended bank holiday weekend in Dubai at the moment.
