Lost International Packet??

Hi all,
I wonder if I could get some advice.
I ordered two lots watch parts from HongKong on the 20th April, tracking numbers RB248830550HK & RB248831745HK.
I received RB248831745HK from the postman on the 28th and had to sign for it.
I did not receive the other packet (RB248831745HK) even though HongKong tracking site is saying both items delivered on the 28th April?
The seller says, the 'lost' packet is either at the Post Office or with a Neighbour,
- but as I did not received a card.
My experience of the Fareham, HANTS sorting office is, that if you don't have a card, then they are unable to help and turn you away..
If a neighbour had received it by mistake, they would have brought it round?
I don't know what I can do? Any advice?

The tracking site does not say that both have been delivered,only 1 RB248831745HK.
RB248830550HK,hasn't.
Looks like they have forgotten to post it,you have reminded them,it's on it's way.
