The Postal Services Act 2011 enables the government to eradicate the deficit in the Royal Mail Pension Plan (RMPP) to facilitate a sale of shares in the company. Government will assume responsibility for the historic liabilities in the RMPP, transferring them into a new defined benefit public sector scheme, the RMSPS. The new scheme will be responsible for administering the accrued pension benefits of over £30bn for the RMPP’s 435,000 members. Pension benefits for active members will continue to be accrued in the RMPP.

The transfer of pension scheme assets and liabilities will take effect from 1 April 2012, subject to the approval of the European Commission under State Aid regulations.

The RMSPS governance group will provide a forum for members and their representatives, including trade unions, to monitor and provide feedback on the operation of the RMSPS. The Chair will need to work effectively with government, senior stakeholders and the RMPP to provide a seamless service for members. We are seeking candidates from a wide range of backgrounds to appoint an individual with the expertise to chair this group.

The appointment is for an initial term of two years, with options for reappointment. Remuneration will be £25,000 per annum for four days a month.

Candidates will need to demonstrate understanding of how pension schemes operate. They will need credibility within the highest levels of the pensions world and the ability to develop cooperative working relationships with a diverse set of interested parties. It will be essential that they maintain independence, as well as trust and respect across the industry. Experience of leading high profile projects and handling media interest is desirable.
