LTB 1143/10 - Motion 55 - annual conference 2010

Dear Colleague

MOTION 55 - ANNUAL CONFERENCE 2010

The following motion was debated and carried at Annual Conference 2010:

"Conference notes the current financial crisis, the drop in membership of the CWU and the impact on union finances. Conference therefore agrees that along with other measures, a review of the number of National Officers should be carried out along with a review of the salaries paid. A report should be provided to all branches with recommendations on how to proceed in making savings by December 2010".

The Senior Deputy General Secretary wrote to the CWU Officers Branch Secretary on this matter, on behalf of the General Secretary.

At the CWU National Executive Council meeting held on Thursday December 16th, a number of decisions were made with respect to the specific motion.

Other issues will be covered in a separate LTB.

There are currently 25 National Officer positions, the details of which are contained in the 2010/11 National Executive Council Compendium. The responsibilities of Officers are covered in the National Rules. Together with this, CWU Headquarters issue a Who's Who broadly detailing responsibilities.

Additionally roles and responsibilities are reported via LTBs. The pay of the General Secretary is contained in the Certification Officer's Annual Report, by law and this also is reported to Branches via LTB.

It is apparent that the motion called for more than what can currently be garnered. The changing circumstances are a factor, particularly with regard to finance.

Mindful of the motion, the CWU National Executive Council decided that rule amendments are submitted to a Rules Revision Conference in May 2011 to cease the Assistant Secretary post (vice M Collins) following the necessary consultation.

It also determined that the terms of Annual Conference Prop 55, be the subject of a report to the NEC by no later than 11 February 2011. This should present a plan for reviewing future Officers roles when vacant or upon retirement. It should also consider the potential for structural or re-organisational change.

Therefore we will be unable to meet the date of December 2010. However, in the spirit of the proposition, a report will be made to CWU Branches following the CWU National Executive Council meeting of February 23rd 2011.
