How do I get an ATOS referral?

I'm having a lot of intermittant pain in my feet ( which seeing as it starts from about 6 or 7am, and extends up until about 2hrs until I get home ), so I asked my lineo today about getting a referral to be excused from RM shoes.

Apparently I either need a letter from my GP & having spoken to him, he's basically said I should get a referral with ATOS, as it's a work matter, and work pays for ATOS to deal with this sort of thing, or he'll give me a letter for £20. The only other way round it is take a sick day or two ( and I don't want to do that, tbh....I'd rather work, I never know if I might need an absence for a genuine reason and I don't fancy worrying about getting a stage ).

I've never had this before...anytime I've had a health issue at work, and mentioned it to a manager, they've volunteered to get ATOS to give me a bell & it's been job done! So what's changed?
