Guernsey Post is facing fresh competition as their monopoly is scaled back.
The utilities regulator says the market is being opened up today.
A row between the OUR and Guernsey Post on how much competition should be allowed, ended up in court.
But that court action was then called off, when the two groups agreed packets could be opened up to competition, but letters costing £1.35 or less would remain exclusive to Guernsey Post.
John Curran, Director General of the OUR, said: "Increased competition in the postal market, even in this limited form, will benefit all consumers. Bulk mailers will be able to choose their providers from today while the need for Guernsey Post to be more efficient and competitive should see all postal customers benefit.
"Our objective is to ensure that Guernsey's postal market is as efficient and competitive as it needs to be to support the wider economy and to provide the important social service that all postal custimers value. We believe this decision supports that goal."
