Is signing for Recorded or Special Deliveries a sackable offence?

And what would you do if your day off cover was doing this on your duty?

Simple answer is yes it is a stackable offense.
As to the other part of your question, unless anything has gone wrong already (which will show on his/her PDA) I would try having a quiet word with them.

Postie's in our office haven't been dismissed for similar offences? I'd imagine the first step is to be Conduct Coded and if a postie is caught doing it again then dismissal is a possibility.

Not sure it's your job to do anything, if a customer eventually complains then it will be down to management to deal with the issues. If they are a new starter then check they've had the appropriate training.

No, there was a tear off card explicitly stating this instruction and to ring the <castle / queens staff / whatever> if it wasn't doable. The instruction was to be communicated to the postie.

Yeah I agree I think Simon wants rid of his cover, possibly there's more to it than apparent irritation concerning him signing for items.

Regarding your other point iirc you were absolutely fine signing for the centenary telegram anyway, we were told the official procedure is to try knocking so you can proudly hand it over but if no answer then you must sign for it yourself and post it through.
