We recently lost our longstanding PHG. He resigned. Fed up with how the company was being run into the ground. Our new PHG was one of my colleagues. By far the most untrustworthy, rule breaking and corner cutting colleague in our office.
My question is this: Are they allowed to view confidential information about us? Are they allowed to track our vehicles? Are they allowed to view our driving information? Are they allowed to access the manager's emails? Are they allowed to have the manager's computer/account password?
Etc, etc.
This new PHG is doing all of that and more. And we are all rightly concerned about it.

There is no such role as PHG.
Hasn't been for many years.
If this person works as DOM support or Admin they may have access to some of the data you mention but access should only be granted where it is justifiably necessary to the role.

At a guess I'd say he can't do any of that, he's no higher than anyone anymore,people don't even pick up there parcels...

Postman Higher Grade was abolished long ago (1999, I think). The term still lingers on applied to CSP staff as they're usually senior (enough that they might have been higher grade before it was abolished) and entrusted with other responsibilities (e.g. locking up). In this case it's being applied to whoever happens to be in the locker now, and from the description it sounds like someone who's recently ascended to management.

Disregarding the formality that Phg doesn't exist anymore then back to reality, yes the person more than likely can have access to lots of info that you'd rather they didn't, our manager delegates loads to the Dom support plus as they tend to be in the office alone with the manager and almost certainly they're the office brown noser they get to see/hear a lot that perhaps they shouldn't.

our phg is one of the lowest in seniority in the office.Nobody else would do it..

A lot depends on who the office manager is and how much he delegates.
I was a PHG for 10 years when the grade still existed, and myself and the other PHG to all intents and purposes ran the office.
Similar situation now.
You are party to much more information than a normal OPG just because of the position you are in.
I had never really thought about it in that light, but my time certainly offered an unrivalled chance to obtain vast
amounts of personal and private information about more than 70 people and other info normally only open to managers.
The computer systems were open as we did virtually everything and the office door was hardly ever locked with files and
correspondence just left in cabinets and on desks.
Both of us had time in the office alone that we could have exploited.
When i think of it that way it really is very surprising state of affairs.

No they are not simply allowed to. However they can in quiet moments with idle hands look at your personal data.
Our took delight in informing myself and the office of my date of birth one day, my middle name and various other minor, yet private details.
He/she won't do that again.

More to the point why are they still getting the allowencies when others have had to pay back so called overpayments, one rule for one one rule for another.
