It just sounds like theres nobody to do the return to work at the moment . From what you put in your post ,it dosnt sound like they're doing anything to you . It's no big deal 
. If you feel you need to adjust your duties in some way to help you get back to your usual duties I would approach another manager and ask for help or ask your gp for a fit note, all the best
