Letters from bulk posters eg HMRC

My neighbour was fortunate to retire last year after 43 years working full time. He has compared his state pension with another recently retired colleague and finds he is short by a 3 figure sum each month. He has taken this up with HMRC, they agree there is a problem and they claim to have sent 2 letters to him neither of which he has received.

We live in a wee village which has had the same postie for nearly 20 years. Her work is impeccable. If a letter gets to her frame….it gets to the addressee. Letters from HMRC come via one of these downstream access arrangements…….has there ever been evidence of them dumping mail? How do I explain this situation to my neighbour?

You can't explain it, you'd just be guessing - the issue might be anywhere in the 'chain' from HMRC downwards.

It's like when a recipient says 'Company x sent me a parcel and they said it would be with me in two days - where is it?!'
