In my office large parcels have gone back on to walks and some of the walks were already barely possible/impossible before this happened.
Management instruction now seems to be to take it all out even though it's not possible and then take back what you don't do. This then creates more work putting mail back into the frame or attempting to merge 2 days mail.
Is this insanity driven by some kind of impact on management bonus payments? Or are they just trying to piss people off so they resign?

I am going for the second one. Same everywhere i think, manager had me for a 1 to 1 last week about the revisions, my reply was " add what you want to my frame i finish at 2pm and wont work a minute over until i retire in 6yrs time". Not to impressed.

It's so when all the frames arr clear and your on delivery they can speak to the area manager and declare the office is clear

This has happened to us in our office this week.

All oversize parcels are now on the walks, we couldn't complete before this either and are told to take everything out which is pure madness.

We bring 1 full walk back plus another loop or 2 depending on how busy it is on the other walk, pure insanity but we are past caring and just work our time, simples and go home.

We take the stuff we brought back the next day and rinse repeat, absolutely shocking to be honest but welcome to the modern RM :thumbdown

There’s no incentive to clear your frame in my office anyway. If You do it one day they move you the next onto a walk that failed to go out the previous day

If EVERYTHING goes out it's a clear office, regardless of what is delivered.
It then all depends on what is reported as coming back...

LTB 078/17 - Royal Mail & CWU National Joint Statement Avoiding Delay (Commit to Deliver) and Reporting Standards
Branches and Representatives may be aware that in the lead up to Christmas of last year (2016)the Department were receiving numerous reports of USO and Workplan failures across Delivery Offices.

During the discussions and recent Delivery Office visits it has also become clear that the reporting of errors with both traffic volumes and presentation is not being managed correctly

This lead to further discussions taking place with Royal Mail regarding whether their managers are fully aware of the ‘Delivery - Avoiding Delay’ process within the Conduct Code and whether it is being followed.


Workplan/USO Failures Reporting Standards
Both parties accept that there may be occasions despite the best endeavors of all parties when there
are mail failures in Delivery Offices. When this occurs it is equally important that these instances are
reported; accurately and timely.
As such Royal Mail has produced a Brief for Managers which has been previously cascaded through
Success Factors and provides an overview of accountabilities in relation to USO Reporting and
Workplan Failure Reporting e.g. how to accurately report if there are late vehicle arrivals and how to
report failed mail (USO failures) and this is attached at Annex A for information purposes.


Required Standards and Key Points
1. Royal Mail is required to deliver to every UK address each working day (Monday to Saturday) this
includes letters and parcels.
2. All mail due service on any given day must be delivered. There are no exceptions, ceilings or
tolerance limits to mail volumes.
• If a managerial decision is taken to fail mail at any stage of the delivery operation, then mail
should not be streamed e.g. extracting 1c to connect with delivery, as USO relates to all mail at the
DO and should be reported accordingly.

• Other than where a managerial decision has been made for operational reasons, mail that is
deliberately withheld, streamed or manipulated so that delivery is not carried out that day, could be
construed as bringing the integrity and honesty of Royal Mail or an individual into question, and the
conduct code may be applied.

• Mail from other operators i.e. DSA Mail must be afforded the same service standards as mail
handled through our own network. We must not prioritise Royal Mail traffic above a DSA customer.

• The DOM (or deputy if the DOM is not present on the day in question) is accountable for the
figures reported daily; even where DODR input is delegated, and every item of mail that has failed
must be accounted for.

USO Requirements
1. All mail which is prepped for delivery must then be delivered for USO to be met
2. Any delivery route, which is less than 100% complete must be accurately reported as a USO
failure via Delivery Office Daily Reporting (DODR) This includes:

• Failure to deliver any mail defined as prepped, or failure to fully complete a delivery route (e.g.
due to cutting-off, sick absence, road closure, dog at large). This should be reported as a USO
failure unless the affected address is already classified as a USO exception

• Any incomplete loop(s) on an individual route constitutes one part walk failure against that route,
part loop failures must not be rolled up and reported as a single full walk failure
• If parcels are taken out on delivery but returned without having had delivery attempted, then
these must be reported as part route failure(s)

• Items returned that could not be delivered due to Controlled Entry must be correctly handled in
accordance with the Controlled Entry Systems Operational Specification
• Follow the agreed USO Exceptions process to address issues relating to our inability to access
delivery points

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Follow the cut off procedure which has been jointly agreed. Stand your ground & argue, argue & stand firm until the PIC capitulates!

Know your rights, the onus is on them (management) to deal with the failed mail that isn't being taken out.

What they are doing by saying 'take it all out' is putting the responsibility on you! It's actually their responsibility given their current status & overinflated salary.

You have the following options available to you.

Ask to file a grievance on the issue.
State the arguments & evidence given at the recent select committee.
Ask for Ofcoms contact details.
Inform the PIC that there is a whistleblowers avenue to explore & that you now have the email/contact details of Darren Jones.

Bullies at the end of the day don't like to be bullied themselves!

If more of us frontiners stand up against these oppressors, they will gradually retreat back under their shady rocks!

OFCOM don't do anything. Their website says contact Royal Mail about any problems with mail delivery!

While it makes sense to define it this way, it's clearly being abused (allegedly) when trays sit at the frame on the duty holder's day off or week off. Just like the lapsing walks failing continuously, but because one loop went out it's classified as a partial failure - while management may well be following the letter of the law, it's hardly in the spirit of it. Is this what they meant by 'managing the decline'?

First time I've seen those uso requirements, I don't know that any have been followed in my office for a number of years, what a bizarre state of affairs

This is their get out clause:
Other than where a managerial decision has been made for operational reasons
I would suggest that this though is for major incidents like weather (Beast from the East, last years hottest day), not
that management haven't got enough staff in which is their normal 'operational reason' for failing mail.

I bet in most offices this doesn't happen, the delivery staff are still out when this is completed and anything that is brought back is not recorded. Another case of fraud :arrrghhh
