no - speculate to accumulate - in other words try to get the economy growing with capital projects, and simplify the tax laws to stop tax avoidance, and generate more tax income. what we have seen the past few years is shares launching to fanfare like facebook and Rangers FC to name a couple that lasts a couple of weeks only for them to start going down .... if the company according to the Westminster ConDem alliance reckons Royal Mail is worth around £2-3 billion and the Scottish postal service which covers 8.4% then Royal Mail in Scotland going to reason would be worth around £175 - £250 Million .... but in reality the privatised company would probably be happy to get rid of the Scottish Division due to the large unprofitable rural areas in Scotland .... the Scottish government would probably get it at a knockdown price probably under a £100 million

actually Royal Mail pays a pivotal role in rural life in Scotland .... more than likely the Scottish postal service re nationalised would be the only postal service in Scotland because allowing the continued cherry picking of postal work would only undermind the new service that and the Competition was setup by Westminster thus it would not be entirely valid in a Independent Scotland as it would no longer be part of the UK

Shares I agree went down in Facebook but look at them now. Would love to own these myself as for Rangers you just can't say a lot about their buisiness dealings.
