Dear Colleagues,

Keep the Post Public: Early Day Motion 1408 and the Postal Services Bill

Further to LTB 345/11, we currently stand at 162 signatures for this Early Day Motion and of which 47 are now Conservative/Liberal Democrat backbenchers, well over 50% of the Government’s backbench MPs. 95 Labour MPs have signed, and it is clear that anyone who sits on the Front Bench for Labour is currently observing a protocol of not signing (although they are being very supportive in other ways).

This means that there are around 65 backbench Labour MPs who are yet to sign.

We know and are grateful for the efforts that Regional Secretaries and branches have been putting into contacting members of the Parliamentary Labour Party, whether they sit on the Front Bench or the backbenches. It is important that this contact continues and the data that was sent out in LTB 342/11 will clearly be very important in this regard.

In the House of Lords today, it is the final Committee stage for the Postal Services Bill. It is anticipated that their Lordships will finish deliberating at approximately 19:00 this evening. Parliament is then in recess until after the Easter bank holiday and will resume on 26 April.

We will be issuing a list of Labour MPs who have not signed the EDM by the end of this week, and branches should be visiting the constituency offices of those MPs. Regional Secretaries will be liaising with branches over the dates that they intend to make these visits. It is crucial that contact is made with local MPs irrespective of their status within the Parliamentary Labour Party.

After the Committee stage, as reported in previous LTBs, there will be Report stage of the Postal Services Bill in the House of Lords. This is scheduled to take place over 2 days which are currently scheduled to be Wednesday, 4 May and Wednesday, 18 May. Amendments will be tabled and votes will be taken on both of those days.

There then needs to be a third reading in the House of Lords. This cannot take place any earlier than 3 clear sitting days after the Report stage. In others words, given the current timescale, it will be on 24/25 May at the earliest.

The Bill then needs to go to the Commons for votes on the amendments adopted by the Lords before finally completing all its stages and later receiving Royal Assent.

















It is helpful to note that Parliament will rise for its Whitsun recess on 25 May.

Joyce was the first MP to claim more than £1 million cumulatively in expenses. In October 2007 Joyce claimed £180 for three oil paintings. When asked why he had used taxpayer's funds in such a way he replied "because they look nice."
